The Civilian Amenities Centre of the Up Park Camp was presented to the Jamaica Defence Force by a former Prime Minister of Jamaica, the Hon. Hugh Lawson Shearer. It opened on September 1, 1982 and was designated primarily for the use and convenience of all non-military personnel on the army base. It occupies a multi-purpose building on Gibraltar Terrace in the northern section of the grounds. The facility was a welcome haven for all civilian employed by the JDF as well as military personnel and their families. In 1988, Hurricane Gilbert did extensive damage to the building leaving it in a deplorable condition, resulting in its usage being severely curtailed. Mid 1996 saw a flurry of activity as major refurbishing commenced on the building, culminating with the centre being re-opened in December 1996 under new management. Its new appearance was tastefully done and had a positive impact on its environment. CIVIS as it is now affectionately known by an increasing number of regular supporters, opens its doors from as early as 0800 hours daily except on Sundays. It operates a restaurant where patrons may sit and dine in comfort. However, for those on the run , a "take -out" service is offered. In addition to those two options, a meal delivery service to any site on the base is also provided for those persons who call in their orders.
CIVIS, however is not only a restaurant. It also houses a bar, an ice cream parlour and a pastry/snack counter. There is a large hall which allows for the hosting of wedding receptions, parties, meeting, aerobic classes and even summer school. Although its primary focus is to serve the civilian personnel, army personnel are always welcomed. It has the distinction of being the only location on the Up Park Camp Base where all persons, whether officers, soldiers or civilians are equally welcomed. Those army personnel who are far away from home (whether local or visiting from overseas) find the friendly management and staff of CIVIS a warm, homely haven on the base. CIVIS is now in its second year under new management and although a number of projects have been completed, additional improvements will be done for the enjoyment and comfort of those using the facility. With this in mind, the management team is working towards putting in place exciting programmes for adults as well as children. The goal of the management team of CIVIS is to satisfy the needs of the Clientele for whom it caters and provide excellent service and a warm welcoming environment to anyone entering its doors.
