Brigadier David Anthony Cummings OD, JP, MDA, MMAS, BEng, (Hons) ,MRAeS, PE, psc
Brigadier David Cummings has over 29 years of service with the JDF. He is a graduate of several prestigious military institutions around the world, including the Royal Military Academy Sandhurst (UK) where he was a multiple award winner including Best Overseas Student, the UK Royal Military College of Science where he won the Dean’s Prize, the UK Defence Academy, the School of Infantry Warminster (UK), and the United States Command and General Staff College.
Brigadier Cummings is an Aeronautical Engineer (Cranfield, UK), and was instrumental in the acceptance and introduction into service of a complete new JDF helicopter fleet in 1998. Brigadier Cummings is also a winner of a prestigious British Government Chevening Scholarship in 2003, and holds two Masters Degrees in Defence Administration (UK), and in Military Arts and Science (US). His two Masters theses are entitled “Strategic Capital Sourcing Options for the Jamaica Defence Force”, and “Demilitarization: Is it worth it?”
He was a member of the first ever JDF Strategic Defence Review team in 2006, and is currently the Brigadier of the JDF. Prior to this he was the Colonel Adjutant Quartermaster for the JDF, with overall responsibility for all finance, logistics, administration, personnel and legal matters. He was the Colonel General Staff (Acting), as well as the Staff Officer (SO1 J4) with overall responsibility for Operations, Intelligence, Training, Finance Logistics in the JDF headquarters. He previously served for three years as the Commanding Officer for 1 Engineer Regiment (JDF), and his command tenure included the completion of several large national projects, including the Metcalfe Street Secure Juvenile Facility, and the new Falmouth Police Station. Brigadier Cummings also previously served as Staff Officer (SO1 J5) with responsibility for JDF Strategy, Plans, Policy and Transformation.
He served for more than ten years at the JDF Air Wing as Second-in-Command, and Officer Commanding 1 Field Workshop (Aircraft Maintenance), as well as in the Support and Services Battalion, and the Second Battalion The Jamaica Regiment (2 JR). Whilst in 2 JR, he held several appointments, including the Regimental Signals Officer, Unit Intelligence Officer and Adjutant. He has also been the Detachment Commander (Station Manager) for the JPS Rockfort Diesel Station, and has been an Instructor at the Caribbean Junior Command and Staff College.
Brigadier Cummings is a recipient of the Order of Distinction (Officer Class), the Medal of Honour for Meritorious Service to the JDF, and the Queens Jubilee medal. He is currently the Chairman of the JDF ICT Steering Committee, and the JDF Website Committee. He is also a member of the Board for the Urban Development Corporation (UDC), where he chairs two Board Committees (Audit and ICT), as well as sits on the Planning and Development Committee.
He is a Justice of the Peace for the Parish of Kingston, and is also a Member of the Royal Aeronautical Society, the Jamaica Rifle Association, and the Liguanea Club. He is also a registered Professional Engineer, and enjoys playing squash, running, travelling and watching Formula 1. He is divorced, and has one daughter, Alianne.
